Minister's Welcome

This edition of Arts View provides an opportunity for us to reflect upon the State Government's considerable cultural achievements in its first year of office and foreshadow a focus for 2001 upon the first critical steps in developing a cultural framework to consolidate the arts as a potent force in our communities across Victoria, in the cultural life of Australia, and on the world stage.

It also provides a chance to focus on the Centenary of Federation year as celebrations get under way across the nation, in small communities and large, and to welcome Penny Hutchinson to the Arts Portfolio in her capacity as Director of Arts Victoria and share her ideas for the future direction of the arts.

Let's begin by taking stock of achievements over the first twelve months of the Bracks Labor Government.

Significant highlights include:
  • delivering on a commitment to reduce the backlog of infrastructure development in regional centres with over $13 million in grants toward projects with a combined value of approximately $38 million;

  • securing $10 million for Victoria's major performing arts companies from the Federal Government in the wake of the Nugent Inquiry;

  • providing more than $600,000 from the Community Support Fund for local history grants to small communities;

  • implementing election commitments of almost $2.6 million for new initiatives such as Sharing the Festivals and Youth Rock Music Touring;

  • turning the sod on the $10 million Malthouse Development in the Southbank cultural precinct;
  • ;completing a landmark review of Victoria's film and television industry to guide its future growth and development;

  • securing Major Events funding of $1.8 million to relocate the Emirates AFI Awards and SPAA Conference to Melbourne from 2001-2003;

  • providing $3.85 million in grants to assist communities across Victoria plan for, and celebrate, the Centenary of Federation in their own way;

  • opening the splendid Melbourne Museum at Carlton Gardens and the new Victorian Archives Centre in North Melbourne; and

  • appointing distinguished Victorians - who will provide leadership and inspiration - to the boards of major portfolio agencies, including the Victorian Arts Centre, the State Library of Victoria, the National Gallery of Victoria, Cinemedia and the Public Record Office of Victoria.

I have especially valued the enthusiasm of the arts industry - as well as supporters of the arts in government and the community on so many levels - who have worked with me in taking forward many of the initiatives on our agenda.

Turning now to 2001, an historic year as we begin to celebrate one hundred years of nationhood throughout the length and breadth of Australia.

Victorians have been keen participants in determining how this achievement - in which this State played so significant a role - should be commemorated.

I am delighted that the arts will be prominent in these celebrations as we all pause to reflect on past achievements and our desired future.

The role played by national and local media in stimulating debate around the themes and stories of Federation is particularly inspiring.

For Penny Hutchinson, 2001 is her first year as Arts Victoria's new Director. I welcome Penny to the position and to the arts portfolio in all its diversity.

With her commitment, enthusiasm and leadership, I am confident that the portfolio is in good hands as we meet future challenges.

Of these, a key priority is the development of a cultural framework to consolidate the direction of the arts in Victoria.

Cultural policies that incorporate consultation and collaboration with key industry stakeholders engage the very individuals, organisations and communities of interest whose support is vital to their implementation. I urge you to contribute your ideas to this process.

I look forward to working with Penny, with the arts portfolio, and with all sectors and supporters of the arts in taking forward this initiative.
