This category provides funding to an invited group of key Victorian-based arts organisations, that have a strong artistic and operational track record and make a significant contribution to to the Victorian arts sector and the cultural life of the State.
Funding is generally granted on a triennial basis and supports recurrent operating, management and programming costs associated with developing, delivering and promoting dynamic and relevant professional arts and/or cultural programs.
Depending on the accounting cycle of the organisation, funding may be allocated on a financial or calendar year basis.
Eligibility
Applications for this category are only accepted after consultation with, and at the written invitation of, Arts Victoria.
Victorian-based organisations invited to apply for funding in this category will have demonstrated over time:
- A high quality arts and/or cultural program that aligns with the Victorian Government's arts policy, Creative Capacity +, Arts for all Victorians.
- Sound and sustainable management practices.
- A significant contribution to the State's arts and cultural infrastructure.
Typically, they work to a 3-5 year strategic plan, and will have had a strong track record of Arts Victoria project funding (at least three years).
Closing Dates
31 July 2009
It takes approximately 12 weeks from the closing date until funding results are available.
Applications for Multi-year Operations funding are by invitation only. Arts Victoria does not accept unsolicited applications to this category.
If your organisation has been invited to apply, your application for this program should demonstrate a level of planning, financial and risk management, administration and marketing commensurate with the level of funding requested.
To apply for funding you must:
- Complete the Contact Summary Form. Download the form, and full program guidelines, as a:
- Submit a strategic plan for the next three to five years. See the Business Plan Framework (Word 454 KB) as a guide.
- Submit delivery plans for the organisations program/s, governance and operations, financials, marketing and risk management.
- Complete the Financial Reporting Template (Excel 1.3 MB) or submit the same level of financial detail in your own format, including:
- A detailed annual budget for the first year of the Strategic Plan
- Summary forecast budgets for years two and three
- A monthly cash flow forecast with opening and closing cash positions.
- Complete the Quantitative Data Summary (Excel 69 KB) .
Applications will be assessed by Arts Victoria on the following critera:
- Artistic Merit - the quality of the organisation's program and the extent to which it engages professional artists in either process or outcome.
- Leadership - the organisation's demonstrated contribution to the State's arts and/or cultural landscape.
- Audience and Engagement - the extent to which the program engages and develops new and diverse audiences and/or community participation.
- Operations - the effectiveness and quality of the organisation's administrative, financial and governance practices.
- Government Policy - the extent to which the application addresses the Government's arts policy, Creative Capacity +, Arts for all Victorians.
Arts Victoria may also consider peer advice on the artistic merit of the application. This will be drawn from a range of experienced arts and cultural industry practitioners and administrators.
Funding recommendations are submitted to the Minister for the Arts for approval.
Organisations in receipt of Multi-year Operations funding are required to:
- Enter into a funding and performance agreement with Arts Victoria.
- Notify Arts Victoria of any changes to the organisation and proposed program, and any arising issues.
- Publicly acknowledge the support of the Victorian Government using specific logos and text.
- Adhere to the Arts Victoria Communication and Media Protocols.
- Report annual statistical information through the Victorian Arts Industry Checklist.
Funding and Performance Agreement
The purpose of this agreement is to establish:
- The performance expectations between Arts Victoria and the organisation.
- The method of reporting those expectations.
- The level of funding provided to meet those expectations.
All agreements under the Multi-Year Operations category are subject to half-yearly and end of year reporting.
Logos and Text Acknowledgement
Logos
The Arts Victoria logo device must be included on all promotional materials produced by the grant recipient in relation to the funded activity.

These may include (but are not restricted to):
- Posters, fliers and brochures
- Advertisements
- Invitations
- Information and education kits
- Signage
- Programs and catalogues
- Websites.
The size and position of the logo should be commensurate with the level of funding provided by the Victorian Government through Arts Victoria in relation to other supporters.

Logo for Literature Organisations or Projects
In 2008, Melbourne was officially designated a UNESCO City of Literature. All literature projects or organisations receiving Arts Victoria funding should be branded under the initiative by using the UNESCO Melbourne City of Literature logo devlce on all marketing and promotional materials. This should be used in addition to the standard logo and acknowledgements outlined above.

Text Acknowledgement
The following text acknowledgement should be use in any speeches, media releases, interviews and other circumstances where a logo may not be possible:

Victorian Arts Industry Checklist
All organisations funded through this category must report annually through the Victorian Arts Industry Checklist. The Checklist is Arts Victoria's statistical database that collects and records information from recurrently funded organisations on employment, financials, attendances, events, volunteer and member involvement, programming and more.
The data is used to analyse an organisation's performance over time, and to monitor overall industry and sector trends.
