Guarantee Against Loss (GAL)

The Guarantee Against Loss (GAL) category offers Victorian venues and presenting organisations a level of financial security against unforeseen box office loss for present professional Victorian performing arts productions in their region or as part of an itinerised tour.

The program does not support producers, artists or creators of touring shows.

There are two classes of GAL:

GAL1

The GAL 1 scheme is managed by Regional Arts Victoria (RAV) and is available to volunteer presenters that are registered with Regional Arts Victoria's Presenters Network.

GAL1 supports single presentations of professional inbound shows where the artist is new to the community and is performing original work.

GAL2

GAL2 is managed directly by Arts Victoria and is open to performing arts venues and volunteer presenters for itinerised touring shows.

Applications are accepted at any time and should be initiated by one coordinator on behalf of all presenters involved in the tour.

All of the following information about GAL relates exclusively to the GAL2 scheme.

Eligibility

GAL2 is available to Victorian presenters who are:

  • Members of the Victorian Association of Performing Arts Centres (VAPAC)
  • Registered with RAV's Presenters Network.

Tours must be fully professional and travelling to a minimum of three regional Victorian presenters.

Presenters are only eligible to claim a GAL if the presentation actually takes place. The scheme is intended as a guarantee against unforeseen box office loss, not insurance against cancellations.

Closing Dates

Applications can be made at any time but must be submitted at least one month prior to the tour start date.

Presenters will be notified of the outcome of their application within two weeks of a completed submission being received by Arts Victoria.

Funds Available

Up to 50% of total expenditure to a maximum of $3,000 can be claimed through GAL2.

The GAL2 scheme accepts on-line applications through the dedicated GAL2 website.

To access this site you will need a username and password issued by Arts Victoria.

In the case of temporary technology problems, please contact the program manager to make alternative arrangements.

Applications

Applications must be submitted at least four weeks prior to the commencement of the tour, and will comprise two components:

1. itinerary

The application should be initiated by one presenter or tour coordinator, who sets up the itinerary on behalf of all the presenters involved. The coordinator should initiate an application via their Coordinators' View on the GAL2 website.

2. Budget

Each presenter involved in the application must submit a budget of projected income and expenditure for their presentation. Budgets must be prepared by each presenter from their individual Presenters' View on the GAL2 website and be submitted a minimum of one month before the first performance of the tour.

When preparing your budget please note the following:

  • Performing Arts Centres that receive annual program funding from Arts Victoria must produce breakeven application budgets. Projected box office must represent a realistic expectation of attendance, not what is required to break even. If necessary, the budget should include a contribution from the venue's ownfunds in order to show a breakeven result.
  • Where a presenter includes a contribution from their own funds in the application budget, this figure must be matched in the final actual financial statement.
  • The GAL should NOT be written into the budget to balance it.
  • Voluntary presenters and non-funded venues may submit budgets that project a deficit, however they are encouraged to get the best possible box office result from the presentation.

GAL2 applications must be complete and meet the program's eligibility criteria (see Overview).

Applications are assessed and processed by Arts Victoria staff.

How to Claim a GAL

To claim a GAL you must submit your final actual financial figures to Arts Victoria via the GAL2 website within 14 days of the presentation date.

Once actual figures are submitted, a GAL payment not exceeding the maximum amount originally offered may be paid to cover any loss incurred by the presentation. If the shortfall is less than the amount offered then the lesser amount will be paid.

Responsibilities

As a recipient of Arts Victoria funding, you are required to:

  • Notify Arts Victoria of any changes to your proposed project
  • Publicly acknowledge the support of the Victorian Government using specific logos and text
  • Acquit your grant by completing a written report on the outcomes of your funded project.

The Arts Victoria logo device must be included on all promotional materials produced by the grant recipient in relation to the funded activity.

These may include (but are not restricted to):

  • Posters, fliers and brochures
  • Advertisements
  • Invitations
  • Information and education kits
  • Signage
  • Programs and catalogues
  • Websites.

The size and position of the logo should be commensurate with the level of funding provided by the Victorian Government through Arts Victoria in relation to other supporters.

Text Acknowledgement

The following text/verbal acknowledgement of Victorian Government support should be used in any speeches, media releases, interviews and other circumstances where a logo may not be possible:

Reporting

All presenters involved in the tour (regardless of whether or not they need to claim GAL) must submit their actual financial results within 14 days.

The total amount of guarantees paid in 2006-2007 was:

Category 1

$20,619

Devolved funding for Category 1 Guarantee Against Loss, administered by Regional Arts Victoria.

Category 2

$326,009

A total of 288 performances were supported as part of 41 different tours, at 57 different presenting locations across Victoria, with attendances totalling 53,204.
